At that link, the writing by each image refers to the French edition of The Manly World of Lloyd Llewellyn. The French edition has an introduction by cartoonist Serge Clerc (the original US version has only a Clowes-penned introduction). That introduction is seems you can see here, still in French:

Serge Clerc signed the preface to the full super deluxe edition of The World of Lloyd Llewellyn Daniel Clowes published by the 9th World . He describes his reaction to the discovery in 1991 of the character whose inspirations Perfect Phil and Sam Bronx are undeniable. Paying a tribute to the work of Clowes, Serge Clerc will offer a drawing showing the characters of the latter. A work of very high quality both in the work of Clowes as the editing and production quality.

Gonked, Glooked & Slurped! tracked down the people responsible for the Jumpin Jive publication that appeared on Amazon recently and now we have not only the story behind it but the original art.
Jumpin Jive was a newsletter printed in 1987 to celebrate the one-year anniversary of Hep Cat Comics, a comics store in Chicago. A party was held to celebrate the occasion and this newsletter was given out free to all attendees.
A few days ago on the danielclowes.com Facebook they posted a photo of a 25-year-old Clowes at a Hep Cats Comics gathering, which you can see here. Included in that photo is Shaun Landry and it is from her Flickr that the original art comes:
